Current situation food safety management for vegetable commodity chain and solution for small farmer

Abstract

Food safety management for vegetable commodity chain have been posed many challenges for MARD. Plant protection departement play a important role to carry out this task but lack of human resource, almost officers are holding many duties. The office is lack of equiments for implementing the duties. the Farmer producing agricultural products are small scale, the production area is lower than < 1000 m2, in other hand, this is an inportantb source providing big volume of vegetables for big cities. There are many challenges when applying the legal document into practice, the enforceability and deterrentce are still weak. The supervising along the commodity chain is still losen. Less than 15 % of the commodity stakeholders is controlled has to obey food safety production condition. The cooperative or farmer organizations are being focused for checking. The small farmers still have not been checked yet. 80% of in-chain stakeholders have difficulty in obeying the requirements of food safety conditions. The social organization have not involved in monitoring food safety. 90% of consumers choose to purchase vegetable products because of convenience, close to home and are not aware enough of 8 basic rights of consumer, therefor Consumtion habit of consumers is one of the reasons leading to the reduce of the voluntary production activities. The farmer organization models can produce the quality products such as VietGAP, Organic Vegetables ect. This proves that the small-scale farmers will play an important role in managing food safety when they are organised and suported on the basic conditions.
