Một trong những yếu tố quyết định để thu hút đầu tư cho Thành phố Pleiku, tỉnh Gia Lai là tạo quỹ đất sạch cho các dự án, đặc biệt là các dự án xây dựng cơ sở hạ tầng, giao thông, phát triển đô thị. Trong giai đoạn 2010 - 2017, trên địa bàn thành phố Pleiku đã thực hiện 276 dự án thu hồi đất với tổng diện tích 987,40 ha, chủ yếu là đất nông nghiệp, đất ở và các loại đất khác (giao thông, thủy lợi) với 2566 hộ dân bị thu hồi đất. UBND thành phố Pleiku tạo điều kiện về cơ chế, chính sách để thực hiện tốt công tác giải phóng mặt bằng thực hiện các dự án đầu tư. Từ kết quả nghiên cứu, đánh giá thực trạng, đề xuất một số nhóm giải pháp hoàn thiện công tác phát triển quỹ đất sạch nhằm tăng cường thu hút đầu tư của thành phố Pleiku gồm các nhóm giải pháp về cơ chế, chính sách; tài chính, giá đất; quy hoạch; đầu tư phát triển cơ sở hạ tầng; nâng cao năng lực của Trung tâm phát triển quỹ đất.

One of the decisive factors to attract investment for Pleiku city, Gia Lai province is the creation of a clean land fund for projects, especially the development of land funds for projects of infrastructure construction, transportation, urban development. In the period 2010 - 2017, in Pleiku city, it implemented 276 land acquisition projects with a total area of 987.40 ha, mainly focusing on agricultural land, residential land and other types of land (traffic, irrigation) with 2566 households having land acquired. The projects have been facilitated by the People’s Committee of Pleiku city in terms of mechanisms and policies to well implement site clearance for investment. On the basis of the research results, the article has proposed a number of complete solutions for the development of a clean land fund in order to better attract investment of Pleiku city in the coming time, which are: policy mechanisms; financial solutions, land prices; solution on planning; infrastructure development investment solution; solutions to improve the capacity of the Land Fund Development Center.
